VW, Amazon and others name blacklisted groups among potential suppliers
More than 160 US companies and at least 10 international corporations, including Amazon, Tesla, and Volkswagen, have listed sanctioned gold smelters and refiners as potentially present within their supply chains. The findings, derived from an analysis of annual conflict minerals and supply chain regulatory filings submitted to the US Securities and Exchange Commission (SEC), underscore severe compliance vulnerabilities and systemic limitations in global traceability frameworks. The four blacklisted refiners subject to US, UK, or EU sanctions include Russia's Krastsvetmet and Uralelectromed, Uganda's African Gold Refinery, and Rwanda's Gasabo Gold Refinery. While corporations such as Amazon and Tesla noted that industry disclosures inherently over-report and that direct commercial ties do not exist, legal experts warn that the US Treasury's Office of Foreign Assets Control (OFAC) enforces strict liability rules that can theoretically penalize companies for indirect sourcing through multiple intermediaries. Although enforcement agencies have not prioritized minor indirect transactions, increasing geopolitical tensions and tightening scrutiny over sanctions circumvention could heighten legal and operational risks for multinational corporations relying on complex mineral supply networks.
