Rwanda’s CMA Moves to License Crypto Exchanges as Unapproved Platforms Face Penalties

Rwanda’s Capital Markets Authority is implementing a formal licensing regime for virtual asset service providers after parliament approved a digital‑asset law. The CMA will require exchanges, custodians, brokers and fiat‑crypto conversion platforms to obtain licenses and will vet tokens individually — saying bitcoin and other volatile coins will face heightened scrutiny while stablecoins may be reviewed differently. Unlicensed operators and peer‑to‑peer trading using the Rwandan franc could be penalized, and citizens are being urged to avoid offshore platforms until rules are in force. Market impact: the move increases regulatory clarity in Rwanda, likely raising compliance costs for firms and temporarily reducing offshore and P2P liquidity locally; longer term it may boost investor protection and attract licensed market participants. Secondary regulations are being drafted to launch the licensing regime.
