Russia Finalizes Sweeping Crypto Crackdown With Fees on Western Tokens Before July 1 Deadline

Russia's crypto regulatory framework is now near-complete ahead of its July 1, 2026 effective date, with the latest measures imposing fees of 0.5–3% on 'unfriendly' Western-issued tokens such as USDC and BNB while blocking them from the retail whitelist entirely. The framework — built up since late May — restricts non-qualified investors exclusively to Bitcoin, Ethereum, and USDT, caps annual retail purchases at 300,000 rubles (~$4,000), mandates knowledge tests, and bans unlicensed crypto lending from 2027. Authorities aim to redirect Russia's estimated $376 billion in annual crypto transaction flow and recapture roughly $15 billion in exchange fees currently flowing to offshore platforms. State Duma approval is expected in June, with the full package poised to reshape retail crypto access across one of the world's largest crypto markets.
