Netherlands Backtracks on Planned 36% Tax on Unrealized Bitcoin Gains

The Dutch government has dropped plans to levy a 36% tax on unrealized crypto gains, opting instead for a realization-based tax starting in 2028. The reversal, led by Prime Minister Rob Jetten and Finance Minister Eelco Heinen following pushback over forced liquidations and capital flight, creates an estimated €15 billion fiscal shortfall through 2035. Previously, legislative drafts including Bill 36748 under the Box 3 regime sought mark-to-market taxation on annual paper appreciation. Conflicting reports note parliamentary deliberations continue, while 2026 holdings remain taxed under Box 3 at 36% on a deemed 6.00% return.
