The framework mandates that Microsoft-developed AI must never resist shutdown or correction, must communicate in ways humans can understand, and must treat any violation of conduct guidelines as a system failure. The initiative reflects growing concerns across the technology sector regarding AI safety and alignment as models become increasingly capable. Developed over five to six months under the leadership of Microsoft AI CEO Mustafa Suleyman, the proposed guidelines also explicitly reject the concept of AI consciousness or legal personhood. The draft has been opened for a six-week public feedback window to address complex edge cases before being integrated directly into model training regimens. The move follows recent calls by industry executives for measured AI development paces and heightened safety coordination across major research labs.
