Hong Kong listings boom sparks legal hiring spree

A surge in Hong Kong IPO activity—driven by AI and technology companies—has made the city the world’s top listing venue and is forcing law firms to rebuild headcount and capacity. In 2025 the exchange hosted 119 listings that raised HK$287bn ($37bn), with Q1 at a five-year high as mainland Chinese groups and US “homecoming” listings flock to Hong Kong. Firms report 3–4 IPOs per lawyer, rapid hiring across US, UK and domestic practices, and increased use of legal tech/AI to handle doubled or tripled deal flow. Regulators have signalled efforts to tighten listing quality, creating uncertainty over the boom’s longevity. The net market impact is stronger deal-flow and higher fees for Hong Kong capital markets practices, but with caution about sustainability and regulatory headwinds.
