DOJ Cites Bitcoin Fog Appellate Decision to Challenge Tornado Cash Developer's Acquittal

U.S. federal prosecutors have cited the appellate decision upholding Bitcoin Fog operator Roman Sterlingov's conviction to oppose Tornado Cash developer Roman Storm's post-trial acquittal motion. In filings to U.S. District Judge Katherine Polk Failla, prosecutors argued that transactions executed by a user from a Manhattan apartment legally establish venue in New York. Storm was convicted in August 2025 of conspiracy to operate an unlicensed money-transmitting business, while jurors deadlocked on money laundering and sanctions conspiracy charges. If the acquittal motion is denied, Storm faces an April 26, 2027 retrial on the unresolved counts.
